Quick answer: IRCC has announced a new Labour Market Integration factor for Express Entry, effective November 3, 2026. Eligible Canadian work experience in a listed high-wage occupation may earn a bonus of 20, 40 or 70 CRS points. A genuine qualifying job offer in a listed occupation may instead earn 50, 70 or 100 points. These are alternative scoring options, not points you add together.

What changed on October 16, 2026?

Immigration, Refugees and Citizenship Canada (IRCC) announced a new way to award CRS points for Canadian work experience and qualifying job offers. The changes begin November 3, 2026. The government classifies occupations according to their national occupational median wage relative to the overall Canadian workforce — not your personal paycheque.

Level 1 · 31 occupations

+70 / 100

+70 bonus for qualifying Canadian work experience, or 100 for a qualifying job offer. Wage level: at least 2× benchmark.

Level 2 · 89 occupations

+40 / 70

+40 work experience bonus, or 70 job offer points. Wage level: at least 1.5× but less than 2×.

Level 3 · 66 occupations

+20 / 50

+20 work experience bonus, or 50 job offer points. Wage level: at least 1.3× but less than 1.5×.

Who can qualify?

These are announced rules for November 3, 2026. They do not apply before that date. A listed occupation alone does not establish eligibility.

Canadian work experience bonus: At least 12 months (1,560 hours) of eligible Canadian work experience in the listed high-wage occupations, meeting the regular Express Entry requirements for qualifying work experience. The experience may be non-continuous and, in some cases, combined across qualifying occupations. The high-wage bonus is added to the CRS points awarded for the duration of eligible Canadian work experience.

Qualifying job offer: The offer must meet Express Entry requirements, generally including full-time, continuous work for at least one year after becoming a permanent resident. IRCC will assess whether it is genuine and whether the candidate can perform the work.

Important: IRCC compares the combined Canadian work experience option (duration points plus any high-wage bonus) with the qualifying job offer option and uses whichever is higher. You cannot combine the two options. The overall Labour Market Integration factor can reach 150 points without an accompanying spouse or 140 with an accompanying spouse.

One year means elapsed time as well as hours. Full-time-equivalent hours are capped at 30 per week. Working extra hours does not turn six months into one year. Higher-tier experience can contribute toward a lower tier when its wage threshold is met, but the same experience cannot be counted twice.

Type a job title or five-digit NOC code below to find its high-wage bonus and qualifying job offer points. This searchable table is provided for convenience; the downloadable Excel file includes separate worksheets for each level.

Do you need an LMIA?

From November 3, 2026, an LMIA is not required for a qualifying job offer to receive the new Express Entry CRS job offer points. IRCC has also changed LMIA requirements for qualifying offers used for Federal Skilled Worker and Federal Skilled Trades program eligibility, subject to the applicable rules. This does not automatically remove LMIA requirements for obtaining or extending a work permit. IRCC still checks that job offers are genuine.

What if you're already in the Express Entry pool?

IRCC says existing profiles will be recalculated after November 3, a process that may take up to two weeks, with invitation rounds paused during recalculation. Candidates with a potentially qualifying job offer should review and update their Express Entry profile details before the changes take effect. Follow the official IRCC instructions for profile fields, particularly for job offers without an LMIA.

Frequently asked questions

Does a high personal salary make my job eligible?

No. IRCC uses the wage classification of the NOC occupation nationally, not your individual salary.

Can I get 70 work experience bonus points plus 100 job offer points?

No. IRCC compares the Canadian work experience option with the job offer option and uses the higher one. Work experience duration points are part of the Canadian work experience option.

Does a listed occupation guarantee PR?

No. You must meet the requirements of an Express Entry program and receive an invitation to apply based on the relevant round.

Is this the same as category-based Express Entry draws?

No. The high-wage occupation list is for the new Labour Market Integration CRS factor; category-based selection has separate rules and occupation lists.

Can I use this list for foreign work experience?

The high-wage Canadian work experience bonus requires eligible work experience acquired in Canada. A qualifying job offer is assessed under its own rules.

Before updating your profile

Review your actual job duties, not just your job title, when selecting a NOC. Confirm your work history and offer details against current IRCC instructions. IRCC says existing profiles will be recalculated from November 3; the transition may take up to two weeks, with invitation rounds paused during recalculation.

The LMIA change described here concerns Express Entry job-offer assessment. It does not create an automatic right to work or remove work-permit requirements.
